Investigating officer stated that a balloon was released from Green Bay, Wisc at 230 Z, with the winds present it would have been at or near the sighting area about the time it was reported. Investigating officer stated that observer was upset from answering questions outlined in AFR 200-2, consequently answers are quite brief.
