1. As agreed in our conversation on 29 October, this memo specifies what I believe should be done during FY 1988 that will maximize the probability for continued funding in FY 1989 and 1990. As it will be accomplished using USAR&D funds, it will be necessary to acquire the approval of Colonel McNelis.
