The conferees agree to provide $2,000,000 for the STAR program as proposed by the Senate. The conferees support continuation of DIA's specialized HUMINT initiative encompasse the STARGATE program and, following last year's practice, including R&D funding so that the program may pursue a long research and operations plan without constant review adjustment.
