Speeds to 120 mph. 12. CONCLUSIONS x☒ Was Aircraft 11. COMMENTS As a/c approaches or goes away from observer while in varied maneuvers it will appear to stand still. Nothing in letter to indicate that this was anything other than a light a/c flying over the city. Speeds, maneuvers, lights, duration and general description consistent with this analysis.
